Registered Nurse I-V - Public Health - Immunization Program (Finance)
The County of Riverside - Riverside University Health System - Public Health is recruiting to fill multiple Registered Nurse positions for the Immunization Program. These positions are for various locations throughout Riverside County including Riverside and the city of Indio.
Candidates must have a Bachelor's degree and the ability to obtain a Public Health Nursing Certificate. Candidates who have received their education from outside of the United States are required to submit verification of foreign equivalency of the educational units obtained.

EXAMPLES OF ESSENTIAL DUTIES
The Registered Nurse will serve as a subject matter expert; provides education on immunization topics to medical providers, schools, childcare agencies, and others throughout Riverside County.
Maintains current knowledge of vaccine preventable diseases, immunization schedules, vaccine management and school law.
Provides leadership during public health vaccinations clinics.
Provides case management for the Perinatal Hepatitis B Prevention Program.
May be responsible for oversight, development, implementation, and coordination of special programs, services, and education in the health care setting.
The objective of this series is to establish a career ladder, which provides for professional growth through the performance of increasingly responsible and complex assignments and to recognize professional development and expertise attained through education and experience.
Incumbents in the fifth level of this series demonstrate exceptional expertise within a specialty area or multiple specialty areas and serve as resource persons in the specialty areas to staff and administration. Responsibilities are further expanded to include assignments in training needs assessment, in-service training, problem solving clinical and administrative issues and standardizing related policies and procedures. To serve in the absence of the nurse manager or supervisor in charge of the department or facility as needed, and to supervise, preceptor and mentor staff who have been assigned to the unit.
MINIMUM QUALIFICATIONS
Registered Nurse I ($33.69 - $38.25 Hourly):
Education: Successful completion of the coursework required to obtain a valid license to practice as a Registered Nurse in the State of California. A Bachelor's degree from an accredited college or university in nursing or related field is required for these positions.
Registered Nurse II ($36.54 - $44.91 Hourly):
Education: Successful completion of the coursework required to obtain a valid license to practice as a Registered Nurse in the State of California. A Bachelor's degree from an accredited college or university in nursing or related field is required for these positions.
Experience: Completion of one year of experience as a Registered Nurse in an acute care hospital, mental health setting, clinic outpatient setting, or healthcare agency program. Experience gained as an Interim Permit Nurse may be credited toward meeting the required experience. Evaluations and references must show proficiency of practice as a Registered Nurse.
Registered Nurse III ($39.60 - $51.33 Hourly):
Education: Successful completion of the coursework required to obtain a valid license to practice as a Registered Nurse in the State of California. A Bachelor's degree from an accredited college or university in nursing or National Certification in a nursing specialty may be considered in lieu of one year of experience. A Master's degree in nursing may be considered in lieu of two years of experience.
Experience: Four years of full time experience as a Registered Nurse in an acute care facility, mental health facility, or community health agency.
Registered Nurse IV ($44.06 - $54.15 Hourly):
Education: Current and valid National Certification in Nursing or health related field or graduation from an accredited college or university with a Bachelor's degree in nursing or related field. A Master's degree will substitute for two years of general experience.
Experience: Six years of current full time experience as a Registered Nurse. Some positions may require two years in a specialty area.
Registered Nurse V ($46.48 - $57.13 Hourly):
Education: Current and valid National Certification in Nursing or related field AND a Bachelor's degree from an accredited college or university in nursing or related field.
OR
A Master's degree from an accredited college or university in nursing or related field.
Experience: Nine years of current full time experience as a Registered Nurse. Some positions may require two years in a specialty area. A Master's degree will substitute for two years of the general experience.
Knowledge of: Teaching and/or supervising the current principles, techniques and procedures used in professional nursing; medical terminology and patient care routine appropriate to clinical setting; medical instruments and equipment; the uses and effects of medicines and narcotics; community resources available to provide patient care and follow-up; federal, State and local laws and regulations governing professional aspects of nursing.
Ability to: Perform, supervise and instruct in the full range of nursing duties and responsibilities in an patient care setting; plan and organize nursing plans for patients; prepare and maintain concise and complete records and reports; establish and maintain effective working relationships with physicians, patients, fellow employees, and other outside healthcare providers; secure the cooperation of employees to work effectively together; keep abreast of developments in areas of nursing specialization; teach, mentor and supervise others routinely; may be assigned to any unit to fill in temporarily to assist staff or a supervisor, which may include units within the hospital or a public health clinic; effectively prepare and present reports and recommendations both orally and in written form; collect and evaluate data, draw conclusions and formulate recommendations.
License:Must possess and maintain a current valid license to practice as a Registered Nurse in the State of California. Public Health Nurses must possess and maintain a Public Health Nurse license within 6 months of hire.
Certification:Possession of valid Basic Life Support (BLS) issued by the American Heart Association for professional healthcare providers.
Possession of a valid California Driver's License is required.
SUPPLEMENTAL INFORMATION
Condition of Employment
In accordance with the California Department of Public Health Order dated August 5, 2021, health care facility workers who work in indoor settings where care is provided to patients or where patients have access for any purpose must be vaccinated against COVID-19 as follows: first dose of a one-dose regimen or second dose of a two-dose regimen, by September 30, 2021. Consideration may be given to candidates who are in the process of completing their vaccination regimen.
The Order allows for workers to be exempt from the vaccination requirements by providing the facility with a declination form signed by the individual stating either of the following: (1) the worker is declining vaccination based on Religious Beliefs; or (2) the worker is excused from receiving any COVID-19 vaccine due to Qualifying Medical Reasons. Workers who are exempted from the vaccination requirements must observe all other infection control requirements, including face coverings and regular COVID testing at the frequency required by their work site.
A requirement of employment is to provide proof of COVID-19 vaccination, or a completed COVID-19 Vaccination Declination form (filled out by the candidate and their medical provider as appropriate), during the pre-employment process. Failure to submit the required documentation may render a candidate ineligible to move forward in the process.

MISCELLANEOUS RETIREMENT: County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).
Contribution rates are subject to change based on the County of Riverside annual actuarial valuation.

DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.
VACATION ACCRUAL (Bi-Weekly Accrual):
0< 3 year = 80 Hours (10 Days)
4< 9 years = 120 Hours (15 Days)
10 or more years = 160 Hours (20 Days)
Maximum Vacation leave accumulation is 480 hours.
SICK LEAVE: Four (4) hours Sick Leave accrual per pay period with unlimited accrual.
HOLIDAYS: Normally 12 paid holidays per year.
BEREAVEMENT LEAVE: Allowed 5 days (3 days are County paid; 2 additional days can be taken from accrued Sick Leave balance).
BASIC LIFE INSURANCE: Equal to one times annual base salary not to exceed $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.
DISABILITY: Short-term Disability benefit pays up to a maximum of $461.54 weekly, payable up to a maximum of 52 weeks.
POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the applicable SEIU Memorandum of Understanding.
