Director of Strategic Planning - Bridge2AI Voice (Finance)



The Director of Health Policy and Strategic Planning is responsible for coordinating with college leadership and Bridge2AI VOICE grant stakeholders to develop, implement, and oversee health policy initiatives that support AI-driven voice and speech research. This includes collaborating with the Principal Investigator, Dean, and other senior leaders to identify and prioritize health policy goals that align with the Bridge2AI VOICE consortium objectives; develop and implement strategies to achieve those goals; and monitor and evaluate the progress of health policy initiatives and their impact on AI research outcomes. The Director plays a key role in communicating the project's health policy vision to internal and external stakeholders, including federal agencies, healthcare organizations, and research institutions. This position will also oversee aspects of grant operations, ensuring compliance with NIH policies, FAIR data principles, and ethical AI research standards.Minimum Education & Experience:

Required
• Bachelor's degree in health related field
• 6 years of directly related work experience may be substituted for a master's degree

Preferred Qualifications
• Master's degree in business administration, public administration, or a related field with at least seven (7) years of experience in a higher education setting related to strategic planning, business, finance, or operations. Experience in developing and implementing strategic and financial plans for colleges or other non-profit organizations. Experience in managing and coordinating financial, strategic planning projects and initiatives across multiple departments and units. Experience in working with external stakeholders, such as donors, alumni, and government agencies. Strong analytical and problem-solving skills. Excellent communication and interpersonal skills. Ability to work independently and as part of a team. Ability to manage multiple projects and deadlines simultaneously. Research, or related field AND six (6+) years of experience in health policy, healthcare administration, or biomedical research
• OR Bachelor's degree with ten (10+) years of directly related experience in health policy or healthcare research

Knowledge, Skills & Abilities:

Required
• Strong analytical and policy analysis skills
• Knowledge of health policy frameworks and federal healthcare regulations
• Experience with grant administration and federal compliance requirements
• Understanding of research ethics and human subjects protection
• Supervisory and project management experience
• Excellent written and verbal communication skills

Preferred
• Knowledge of AI/ML applications in healthcare
• Understanding of data governance and privacy regulations (HIPAA, GDPR)
• Experience with stakeholder engagement and consensus building
• Knowledge of health equity principles and community-engaged research
• Familiarity with bioethics and research integrity standards

Health Policy Leadership
• Serve as strategist and lead the development and implementation strategic frameworks for the Bridge2AI VOICE grant, in coordination with consortium leadership and in alignment with NIH and federal health policy priorities
• Collaborate with the Principal Investigator, Dean, and consortium partners to identify and prioritize health policy goals that support ethical AI development in healthcare
• Develop and implement strategies that facilitate responsible AI innovation while protecting patient privacy and promoting health equity
• Monitor and evaluate the progress of initiatives and adjust strategies as needed in coordination with grant leadership
• Communicate the project's vision to internal and external stakeholders, including federal agencies, healthcare systems, and patient advocacy groups
• Collaborate with other Bridge2AI consortium sites and federal partners to promote alignment on strategic initiatives
• Stay current on health policy developments, AI governance frameworks, and bioethics standards
• Serve as the Principal Investigator's liaison for health policy matters in performing complex and sensitive duties

Grant Financial Management
• Manage the budget process and work with the Principal Investigator on annual budget planning and development for sustaining the Bridge2AI VOICE program
• Develop, coordinate, and monitor operating budget in compliance
• Develop budget models and scenarios for multi-year grant planning and project sustainability
• Compose budget policies, guidelines, and instructions specific to project sustainability

Operational Oversight
• Oversee centralized project operations including: Data Management and Informatics, Communications and Dissemination, collaborating with communications staff to develop effective outreach strategies for research findings and policy recommendations; Regulatory Compliance, ensuring adherence to IRB requirements, data use agreements, and federal research regulations
• Serve as the project liaison with central administrative units including: Office of Research and Innovation, NIH Program Officers, Institutional Review Board, Office of Technology Transfer, Legal and Compliance offices

Strategic Analysis and Reporting
• Conduct policy analysis to support project objectives and research priorities
• Prepare reports and presentations for NIH program officers, consortium partners, and institutional leadership
• Analyze the policy implications of AI research findings and recommend appropriate dissemination strategies
• Coordinate with evaluation teams to assess the policy impact of project activities Apply
