Appraiser Trainee/I/II (Finance)



The County of Riverside's Assessor-County Clerk-Recorder's Office is seeking to fill multiple Appraiser Trainee/I/II positions throughout the County of Riverside. The department has offices located in Riverside, Palm Desert, Temecula, Hemet, and Blythe. The established eligibility list may be used to fill current and future vacancies within all divisions for up to six months or until the list is exhausted.

APPRAISER TRAINEE: $54,435.29 - $73,327.46 Annually

Will work under close supervision to conduct routine, less complex appraisals of real and personal property. Incumbents are expected to promote to the next higher class of Appraiser I upon satisfactory job performance and meeting the minimum qualifications.

APPRAISER I: $68,481.50 - $90,175.90 Annually

Will conduct real and personal property appraisals of average difficulty. Incumbents are expected to promote to the next higher class of Appraiser II upon satisfactory job performance and meeting the minimum qualifications.

APPRAISER II: $75,934.63 - $104,950.47 Annually

Will conduct more complex real and personal property appraisals. Incumbents in this class are considered the fully qualified, journey level class in the Appraiser series.

The department seeks candidates with appraisal experience; ideal candidates hold a valid appraisal certificate issued by the State Board of Equalization.
Recruitment Notice: As a condition of employment with the Assessor-County Clerk-Recorder (ACR) Department, employees are prohibited from engaging in any real estate, appraisal, auditing, or notarial activities related to property located within the State of California, outside the scope of their official duties. This includes acting as a real estate agent or broker, performing appraisals or audits for compensation or otherwise, and notarizing documents in a private capacity. The use of any professional license (e.g., Broker, Salesperson, Notary Public) in connection with California property is not permitted while employed by ACR.

Assessment Requirement:
Minimally qualified candidates will be required to pass a computerized assessment in order to be considered for this position.

The level at which the position will be filled is at the Department's discretion and is based on candidate qualifications.

The Appraiser Trainee is a natural progression underfill for the Appraiser I. Incumbents are eligible to promote to the Appraiser I within one year as an Appraiser Trainee after obtaining a satisfactory performance evaluation and meeting the educational requirements, including obtaining an Appraiser's Certificate issued by the State Board of Equalization (BOE). Failure to achieve a satisfactory performance evaluation and meet the requirements to promote prior to the end of the probationary period will result in incumbents being returned to their former County classification or new hires being probationary released.

The Appraiser I is a natural progression underfill for the Appraiser II. Incumbents are eligible to promote to the Appraiser II within one year as an Appraiser I after obtaining a satisfactory performance evaluation and meeting the educational requirements including obtaining an Appraiser's Certificate issued by the State Board of Equalization (BOE). Failure to achieve a satisfactory performance evaluation and meet the requirements to promote prior to the end of the probationary period will result in incumbents being returned to their former County classification or new hires being probationary released.

• Use and understand laws, regulations and procedures, and explain these to property owners, contractors, real estate agents, and others regarding building cost and property characteristics.

• Interview owners, contractors, real estate agents, and others regarding building costs, income and expenses, and sales of properties.

• Learn to apply the principles of sales comparison approach and cost approach to estimate property value.

• Analyze sales data to derive residual land or building values; determine depreciated replacement costs.

• Perform itemized appraisals of store fixtures, machinery and equipment, tools, fixtures, farm equipment, and all types of personal property.

APPRAISER I: $68,481.50 - $90,175.90 Annually

• Inspect interiors and exteriors of buildings and classify structures and other appurtenances to the land; measure, photograph and diagram the improvements for the property record; make related calculations to determine cost and quality of construction.

• Use and understand laws, regulations and procedures, and explain these to property owners, contractors, real estate agents, and others regarding building cost and property characteristics.

• Interview owners, contractors, real estate agents, and others regarding building costs, income and expenses and sales of properties.

• Apply the principles of sales comparison approach and cost approach to estimate property value.

• Perform itemized appraisals of store fixtures, machinery and equipment, tools, fixtures, farm equipment, and all types of personal property.

• Determine replacement costs using assigned guidelines.

• Defend appraisals before Assessment Appeals Board and State Board of Equalization.

APPRAISER II: $75,934.63 - $104,950.47 Annually

• Investigate and analyze data in the appraisal of residential, commercial, industrial, rural, and personal properties; compute, develop and apply guidelines for equipment cost analysis; inspect interiors and exteriors of buildings and classify structures and other appurtenances to the land; measure, photograph and diagram improvements for the property record; make related calculations to determine cost and quality of construction.

• Use and understand laws, regulations and procedures, and explain these to property owners, contractors, real estate agents, and others regarding building costs, property characteristics and values.

• Evaluate and apply best method to determine value; analyze data to determine market value of real property upon change of ownership and new construction for property taxes.

• Derive unit values and residual land and building values from sales, income and depreciated replacement cost data; evaluate sales, leases, financing terms, and vacancy ratios to determine income flows and capitalized earning ability of properties.

• Interview owners, contractors, realtors and others regarding building costs and sales of properties; measure and plot size and location of structures.

• Conduct field inspects to determine construction progress and verify property characteristics.

• Audit the financial records of taxpayers engaged in a profession, trade or business having personal property with a value of less than the amount prescribed by law.

• Investigate taxpayers' complaints and explain assessment policies and procedures; defend appraisals before the Assessment Appeals Board and State Board of Equalization (BOE).

Education: Graduation from an accredited college or university with a bachelor's degree, preferably with a major in business or public administration, economics, finance, accounting, auditing, records management, or a closely related field to the assignment. (Experience in compiling and maintaining records in support of the appraisal process or performing technical and public contact work in an Assessor's Office or the Property Taxes Department of the BOE may substitute for the required education on the basis of one year of full-time experience equaling 30 semester or 45 quarter units of the required education.)

Experience: One year of conducting routine appraisals of real or personal property for property tax assessment purposes equivalent to an Appraiser Trainee with the County of Riverside.

OPTION II

Education: Graduation from an accredited college or university with a bachelor's degree, preferably with a major in business or public administration, economics, finance, accounting, auditing, records management, or a closely related field to the assignment. (Experience in compiling and maintaining records in support of the appraisal process or performing technical and public contact work in an Assessor's Office or the Property Taxes Department of the BOE may substitute for the required education on the basis of one year of full-time experience equaling 30 semester or 45 quarter units of the required education.)

Experience: Two years of performing routine real estate and personal property appraisals, building contracting, building cost estimation, real estate brokerage, or building inspection.

APPRAISER II: $75,934.63 - $104,950.47 Annually

OPTION I

Education: Graduation from an accredited college or university with a bachelor's degree, preferably with a major in business or public administration, economics, finance, accounting, auditing, records management, or a closely related field to the assignment. (Experience in compiling and maintaining records in support of the appraisal process or performing technical and public contact work in an Assessor's Office or the Property Taxes Department of the BOE may substitute for the required education on the basis of one year of full-time experience equaling 30 semester or 45 quarter units of the required education.)

Experience: One year of conducting real or personal property appraisals of average difficulty for property assessment purposes equivalent to an Appraiser I with the County of Riverside.

OPTION II

Education: Graduation from an accredited college or university with a bachelor's degree, preferably with a major in business or public administration, economics, finance, accounting, auditing, records management, or a closely related field to the assignment. (Experience in compiling and maintaining records in support of the appraisal process or performing technical and public contact work in an Assessor's Office or the Property Taxes Department of the BOE may substitute for the required education on the basis of one year of full-time experience equaling 30 semester or 45 quarter units of the required education.)

Experience: Three years of performing routine real estate or personal property appraisals, building contracting, building cost estimation, real estate brokerage, or building inspection.

ALL OPTIONS

Knowledge of: Property assessment procedures and terminology; building cost estimating; construction costs of a wide variety of buildings; the factors involved in the valuation of productive and nonproductive land; the entire appraisal process as applied to the full range of appraisal problems; modern office procedures and standard office equipment.

Ability to: Study and learn property tax laws and appraisal principles and methods; collect and analyze data; prepare accurate records and submit clear, comprehensive technical reports on facts pertinent to the determination of real and personal property values; effectively respond to the general public regarding assessments and property evaluation procedures; measure and draw structures in the field and make related calculations; use electronic drawing programs to draw structure blueprints; read and interpret blueprints, sketches and legal property descriptions; summarize and evaluate factors relating to appraisals accurately and impartially; develop and maintain harmonious public relationships; assist in training lower level appraiser personnel. Other Requirements

License/Certificate: Possession of a valid California Driver's License is required.
A valid Appraiser's Certificate issued by the State Board of Equalization must be obtained within one year of employment.

Assessment

Minimally qualified candidates will be required to pass a computerized assessment in order to be considered for this position.
