Title: Marketing and Communications Project Manager

Location: Remote/Nationwide

Travel: up to 20% travel  

Security Clearance: Moderate Risk Background Investigation (MBI)

Schedule: Position may require occasional support outside of core working hours, as well as intermittent weekend support, mission dependent.

Salary Range: $85,000-125,000

Job Summary: 

The Marketing and Communications Project Manager is responsible for developing and executing strategic communication initiatives to promote the NamUs program to a wide range of stakeholders, including law enforcement, forensic professionals, medical examiners, coroners, families of missing persons, and the general public. This role involves managing branding efforts, creating outreach materials, overseeing digital content, and measuring the impact of marketing campaigns.

Essential Functions and Responsibilities:    

  • Develop and implement comprehensive marketing and communication strategies to increase awareness and engagement with the NamUs program.
  • Manage branding efforts and ensure consistency across all communication platforms.
  • Create and distribute outreach materials, including brochures, newsletters, videos, and presentations.
  • Oversee content development for the NamUs website and social media channels.
  • Coordinate public relations efforts, including media inquiries and press releases.
  • Track and report on marketing campaign performance using analytics tools.
  • Collaborate with internal teams to align messaging with program goals and initiatives.
  • Represent NamUs at conferences, training events, and public forums.
  • Other duties as assigned.

Training:

  • All employees assigned to work on this contract must complete the applicable HHS/OpDiv Contractor Information Security Awareness, Privacy, and Records Management training.
  • Thereafter, the employees must complete additional training annually that is compliant with HHS Training Policies.
  • All employees with significant security responsibilities (as determined by the program manager) must complete role-based training annually commensurate with their role and responsibilities in accordance with HHS policy.

Minimum Qualifications:   

  • Bachelor's degree in Business, Marketing, Communications, or a related field.
  • Minimum of 2 years of experience with marketing software or data analytics tools (e.g., Google Analytics, HubSpot, Mailchimp, Tableau).
  • Minimum of 2 years of experience applying verbal and written communication skills to achieve measurable outcomes.
  • Experience in public sector or forensic science communication is a plus.
  • Proficient in Microsoft Office tools (e.g., Word, Excel, PowerPoint) and other applicable programs. 
  • Knowledge of public safety communication strategies and forensic terminology.
  • Ability to develop and execute integrated marketing campaigns.
  • Strong interpersonal and stakeholder engagement skills.
  • Proficiency in analytics tools for measuring communication effectiveness.
  • Ability to translate complex forensic information into accessible content.
  • Critical thinking and adaptability.
  • Strong organizational and project management skills.

Clearance: 

  • Moderate Risk Background Investigation (MBI) required
  • Applicants selected will be subject to a government background investigation and may need to meet eligibility requirements for access to classified information.

Security Requirements/Background Investigation Requirements: 

  • Must be a U.S Citizen.
  • Successfully passing a background investigation including drug screening.  
  • Residency requirement - 3 consecutive years in the last 5 years.

Physical Requirements/Working Conditions:

  • Alternate Sitting or Standing at Will: The employee has the flexibility to choose between sitting or standing as needed.
  • Walking/Mobility: Must have mobility to attend meetings.
  • Climbing/Stooping/Kneeling: 0% - 10% of the time.
  • Lifting/Pulling/Pushing: 0% - 10% of the time.
  • Fingering/Grasping/Feeling: Must be able to write type (55 wpm), enter text or data into a computer or other machine by means of a traditional keyboard 100% of the time.
  • Sitting: Sitting for prolonged and extended periods of time.
