(Sr.) Manager, Markets Coordination (Marketing)



Flexible Work Arrangement: Hybrid

The (Sr.) Manager of Markets Coordination reports to the Executive Director of System Operations.  The Manager will work directly with the Executive Director of System Operations and Dispatch leadership and will serve as the lead of the company for coordinating activities that are pertinent to both PJM Markets and PJM System Operations.  The Manager will be responsible for developing and implementing system operations procedures, managing day-to-day operations, including all back-end systems and procedures, and assisting in the direction of the company's activities in management information systems that support the system operations and operation-related market activities. The Manager of Markets Coordination will assist the Executive Director in accomplishing the following goals:

  • Maintain the safety, adequacy, reliability, and security, of the power system.

  • Create and operate a robust, competitive, and non-discriminatory electric power market.

Essential Functions:

  • In support of PJM's Mission, the Manager will develop, communicate and implement effective administrative strategies that support short, mid- and long-term growth objectives that affect the continual operation of PJM's power system and market.

  • This manager will keep pace with the demands of a rapidly growing business, anticipate problems and synthesize appropriate solutions, and provide the administrative leadership necessary to effectively implement these initiatives.

  • Provides leadership to staff in the completion of complex engineering assignments that support present and future needs of Markets Coordination.

  • Provides the resources to ensure a well-trained staff to support the key roles and responsibilities of Markets Coordination.

  • Proactively works with other members of the PJM Management team to ensure that employees with a need to know are operating the market with detailed knowledge of engineering principles, PJM accepted practices, in a manner that is consistent with the government regulations.

  • Manages the operation of PJM's day-to-day power system operation activities associated with SCED, and Look Ahead SCED and ensures the operational consistency between the dispatch actions and the real-time LMP.

  • Instructs, leads, assigns work, or provides technical assistance/training to subordinates and technical/professional personnel as required.

  • Supports the activities of PJM or industry committees or task forces involving issues related to the system operation and market.  Support may involve serving as representative, liaison, chair, or coordinating the preparation of studies, analysis, or recommendations when and as required.

  • Prepares reports and presentations as necessary to support activities associated with the System Operations Division and the Market Services Division.

  • Plans and manages education and staffing to ensure availability of resources needed to provide expected services.

  • Provides direction to the staff to ensure that they are capable of performing the technical analysis to support the various PJM Markets including, Real-time LMP-based energy Market, FTR Auction, Reliability Pricing Model, Day-ahead Energy Market and Ancillary Services Markets.

  • Assist project teams in the design and implementation of new market products which may affect power system operations.

  • An in-depth understanding of power system engineering concepts, principles, theories, regulations, standards, reliability concepts and techniques especially as they apply to PJM system operations and PJM markets.

  • An in-depth understanding of evolving industry regulatory issues as they apply to the PJM System and the role that  PJM plays as an ISO/RTO.

  • A detailed understanding of PJM operations.

  • Ability to apply expertise in solving new and complex engineering problems and developing innovative strategies to enhance the PJM member companies' competitive edge.

  • Recognized as a multi-disciplined technical leader in PJM and in other professional organizations.

  • An in-depth understanding of the PJM Agreements and Tariffs.

  • Demonstrated ability to work independently and to train, guide, or assist others to perform complex studies.

  • Establishes a sense of urgency to complete tasks in an efficient and cost-effective manner.

  • Demonstrated ability to plan, execute, and complete complex analyses on schedule and within budget

  • Demonstrated experience in planning departmental budget for inclusion in overall company budgeting process.

  • Benchmark and measure the ongoing effectiveness of relevant processes and systems.

  • Create the department vision, strategy, goals and objectives and communicates same to departmental staff.

  • Empower staff to complete duties aligned with the vision

  • Develop and implement tactical plans consistent with the departmental strategy

  • Consolidate improvements and produce effective change initiatives

  • Demonstrated ability to mentor department personnel to work independently, train, guide, or assist others to perform complex duties related to contract negotiation, procurement of materials.

  • Provide and coordinate testing, troubleshooting and real time support of market applications. Follow up on defects and reported cases.

  • Provide education to operators on the best way to use and efficiently operate the real time tools such as SCED. MCD staff may have to support real time operations on holidays, weekends and extended hours as needed.

​Characteristics and Qualifications:

Required:

  • Bachelor's Degree in Engineering or equivalent work experience

  • At least 5 years of work experience

  • 2+ years of leadership experience in a managerial/supervisory role.

Preferred:

  • Master's Degree in Business Administration

  • 5-10 years of leadership experience in a managerial/supervisory role.

  • Ability and desire to build relationships and interact with a wide range of stakeholders and staff to maintain and enhance PJM's customer service reputation

  • Experience with PJM operations, markets, and planning functions
