Job Description

PURPOSE SUMMARY. Under direct supervision of the Community Outreach Coordinator with support from the Outreach Specialist II, the Community Outreach Promotora/Promotor is responsible to manage the operations of community resource centers within an assigned area. This role includes the promotion of Health and Human Services program activities delivered at the community resource centers. The Community Outreach Promotora/Promotor will collaborate with staff and agencies to deliver educational and recreational activities for people of all ages in a safe and welcoming environment.

ESSENTIAL DUTIES.

1. Community Resource Center Support

  • Provide courteous, professional, service to community members, and service providers that use or visit the community resources centers.
  • Coordinate and promote a monthly schedule of programs and activities delivered at the community centers.
  • Ensure that community resource centers are open and closed in accordance with operational guidelines for HHS related activities or special events.
  • Gather and submit data on center activities and attendance as requested.
  • Lead or assist with the facilitation of meetings or focus groups to gather feedback on community needs or program activities.
  • Occasional evening or weekend hours may be required based on department or County needs.

2. Outreach Efforts

  • Act as a community advocate to support the navigation of the healthcare and social services system to improve access to essential services.
  • Recruit community members to participate in activities delivered at the community resource center and promote visibility of departmental programs.
  • Develop and implement recruitment plans to increase adult and youth participation in programs and activities coordinated by the HHS department or County.
  • Recruit, train, and coordinate volunteers according to County policies and procedures to assist with program delivery and department events.
  • Conduct community -based tools, including surveys and assessments to gather data and evaluate community needs.
  • Collaborate with external agencies or coalitions to identify and promote resources for referrals or requests for assistance with health or social services information.
  • Maintain good working knowledge of activities in the U.S./Mexico border, community trends and/or emerging contextual issues as they may affect assigned operation areas.

3. Communication

  • Meet with program staff and supervisor on a regular basis.
  • Work with multidisciplinary team consisting of Outreach and Education Staff, HHS staff, and external partners.
  • Represent the department at meetings or conferences as requested by the HHS management.
  • Assist with the development of media messages and campaigns as appropriate.
  • Ensure timely and accurate submission of reports and supporting data as required by HHS management.
  • Draft various documents including correspondence, reports, spreadsheets, requisitions, and other administrative documents.

ADDITIONAL DUTIES. Other duties may be assigned.

QUALIFICATIONS.

A. Education. High School Diploma or GED.

B. Experience. Six (6) years' full -time experience in outreach and community mobilization activities, program planning, or community organizing. Bilingual (English/Spanish) is required.

C. Education/Experience substitution. In accordance with County policy.

D. Licenses/Certifications. Must have a valid driver's license. Must maintain a satisfactory driving record in accordance with County policy. Must have or be able to obtain a Community Health Worker certification within six (6) months of hire.

E. Other (e.g., post-offer medical exam, polygraph, background check, driver's license record, etc.). Must pass background and driver's license check.

KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED BY THE POSITION:

Must have knowledge of: Doña Ana County colonias, villages and overall population and community resources and networks including a demonstrated understanding of the ethnicity, language, socioeconomic status and life experiences of populations in those communities; activities related to the development of families, youth engagement; culturally appropriate community-based education methods; and organizational and consensus building skills.

Must have skills to: Operate general office and computer equipment and using software including Microsoft Office Word; maintain accurate records; facilitate focus groups or classes; promote and organize meetings and classes.

Must have ability to: Effectively communicate verbally and in writing in both English and Spanish; develop collaborative partnerships, utilize referral networks within local health care system, maintain confidentiality, and motivate people to engage in healthy behaviors.

Compensation Range
$19.59 - $29.39
